Welcome!
The City of Silverton is updating its Comprehensive Plan to reinforce and strengthen the livability of the community in the face of growth. Today, Silverton is home to nearly 10,500 residents but is expected to grow by 20% over the next 20 years. The Silverton 2050 Comprehensive Plan update will create strategies to respond to rapid regional growth while preserving and improving assets like Silverton’s thriving tourism industry, distinct downtown identity, industrial opportunities, affordable housing, and important civic amenities.
There will be many opportunities to give your feedback and engage in the Silverton 2050 Comprehensive Plan update process. Stay tuned and check back often for updates.

Thank you to all who have participated and engaged in the Silverton 2050 visioning process so far! Task Force and project team members connected with over 30 community groups, organizations, committees, and clubs throughout Silverton over the past six months. See the Project Library for a summary of those engagement efforts.

What is a Comprehensive Plan?
The Comprehensive Plan sets out a series of goals and policies that will guide growth and development in our community over the next 20+ years. The Comprehensive Plan is Silverton’s primary land use policy document and directs departmental work plans as well as city zoning and development code.
The Comprehensive Plan helps articulate Silverton’s goals for future housing, housing affordability, recreation, livability, economy, sustainability, resilience to natural hazards and economic obstacles, and historic preservation. Oregon state law requires that all cities and counties adopt Comprehensive Plans that are consistent with statewide planning goals.
The following statewide planning goals are applicable to the City of Silverton:
